An amount of Euro 15 million is earmarked for on lending to MFIs ensuring delivery of a responsible financing mechanism.

Demand Side Results Based Financing Project

Description: The project targets to reach 20,090 households with tier 1 Off-Grid Solar (OGS) products (1,300 for Lanterns, 2,000 for Lanterns with a phone charging option, 20,000 for Solar Home Systems), 190,000 households with Improved Cook Stoves (ICS), and 6,000 households with HTCC (3,000 for EPCS, 1,500 for Ethanol and 1,500 for modern ICS. The sales targets will be split 50%/50% between refugees and host community members for off-grid solar and improve cookstoves. However, this shall not apply for higher tier clean cooking technologies.

USADF Off-Grid Energy Challenge

CookFund Programme: Accelerated Market roll-out of Clean Cooking Solutions in Tanzania

Description: The CookFund Programme is a three-year programme (2022 – 2024) that seeks to accelerate market rollout of clean cooking solutions in Tanzania mainland. The main objective (impact) of the programme is to reduce climate change impact in Tanzania by increasing the share of the population with access to sustainable cooking solutions including electric cookers. The CookFund targets suppliers of clean cooking technologies in urban areas in the targeted regions of Dar es Salaam, Pwani, Morogoro, Dodoma and Mwanza. Suppliers include producers, importers, wholesalers, super-dealers and retail distributors of clean cooking technologies. The Programme provides technical and financial support to eligible enterprises and companies to increase their operating capacities and end-user’s uptake of clean cooking technologies.

The Smart Outcomes Component

Description: CEI Africa designed a grant facility (the “Smart Outcomes” component) to provide outcome based grants and technical assistance to green mini grid developers and stand-alone off-grid enterprises implementing productive use of energy (PUE). The Smart Outcomes component is aimed at incentivizing the deployment of PUE at scale and is open to all technologies if they are utilizing renewable energy and have been deployed in the market, among other considerations. The facility will be open to two types of companies: green mini grids (GMG) and stand-alone off-grid enterprises (OGEs) that are deploying PUE. Ultimately, CEI Africa hopes the Smart Outcomes funding component encourages the deployment of approximately 10,500 productive use of energy assets to positively impact about 57,750+ people. The call for pre-qualification is open for Green Mini-grid developers deploying PUE. CEI Africa held a pre-qualification webinar the records of which can be found here.

BGFA

Description: This financing facility will catalyze uptake of productive use appliances across Africa by providing three types of support to Productive Use Appliance (PUA) distributors. The facility will provide procurement subsidies to reduce risks associated with bulk purchase of quality-assured PUAs, lowering unit costs and enabling distributors to scale procurement activity. A consumer financing fund that leverages a highly innovative, AI-enabled platform to assess PUA-specific credit risks will be available to PUA distributors. Lastly, technical assistance will be offered to help manufacturers and distributors build the administrative capacity and business processes required to absorb financing and accelerate PUA sales.

BGFA

Description: The new Call in Uganda (BGFA5) enables selected energy service providers to accelerate their business growth in Uganda. BGFA financing is made available for standalone solar solutions, mini-/micro-grids and productive use of energy solutions under a single funding window. VeraSol certified solar home systems (SHS) and VeraSol tested productive use of energy solutions will automatically be eligible for BGFA5 funding. The indicative individual contract size is expected to be between EUR 1 and EUR 4 million. Interested private sector companies are invited to apply for funding under the new Call for Proposals (BGFA5). However, those that were successful in securing financing under the previous funding round in Uganda (BGFA3) are not eligible for funding for similar solutions under the new Call.

Chad Energy Access Scale Up Project (PAAET)

Description: The Chad Energy Access Scale Up Project (PAAET), supported by the World Bank, aims to help Chad boost electricity access from about 6% to 30% by 2027. Standalone solar systems will provide electricity access in rural areas. Solar home systems (SHS) will play a major role; it is planned to electrify about 1,000,000 households via SHS. Private suppliers will be invited to bid for supply and sale of SHS in selected regions of the country. Winning bids will be awarded with a contract for Results-based Financing (RBF) subsidies. To test the model, the first procurement round will be limited to 60,000 SHS, split into four lots of 15,000 SHS, with each lot covering a geographical zone of the country. This procurement round is planned be launched in October 2022. Based on the results of this procurement, the business model can be adjusted for the subsequent procurement rounds. The Chad Ministry of Petroleum and Energy and the World Bank invite interested SHS companies (local and international) to a virtual consultation meeting on September 15, 2022 from 8-9.30am (GMT+1) to discuss the details of this initial procurement round and to obtain feedback prior to finalizing the bidding documents. Sindh Solar Energy Project (SSEP)

Description: Sindh Solar Energy Project (SSEP) has been initiated under World Bank financing with the development objective to increase solar power generation and access to electricity in no and low level of electricity access areas of Sindh province. The project has a primary objective of providing improved electricity access to 200,000 households in prioritized areas of Sindh province through subsidized provision of solar home systems (SHSs). US$ 30 million will be used to subsidize 40% of the cost of a typical solar home system, and is available to qualifying suppliers only, administered by the Government of Sindh. The project will require multiple suppliers to meet the target of supplying 200,000 solar home systems. SSEP will hold a Virtual Marketplace Event with the manufacturers, local suppliers, apex financial institution, MFIs and the World Bank team. The Marketplace Webinar will feature detailed information on the project by SSEP team and an opportunity for VeraSol certified product manufacturers to present their solar home solutions in the form of a short ‘pitch’ targeted to local distributors and importers.
